S EC . 3140. The word “State,” when used in this Title, shall be construed to include the Territories and the District of Columbia . . . 5 [March 9, 1878]

“State” means any state of the United States and the District of Columbia unless the context indicates a more specific reference to the state of Connecticut;

Confusing definitions, e.g., "'State' means State of XYZ", are not included.

"Statute/Code" here means the Statutes/Codes derived (by Congress' OLRC and its State equivalents) from legislation enacted by the governing body, not the legislation itself, which some States, e.g., California, officially call "Statutes".
